The Surveyors Council of Nigeria (SURCON) was established following the promulgation on 14th December 1989, of Decree 44 known as the Surveyors Registration Council of Nigeria Decree otherwise known as the Surveyors Council of Nigeria (SURCON). After codification, the Enabling Decree is now known as CAP 425 Laws of the Federation of Nigeria 1990.

The Council succeeds the defunct Surveyors Licensing Board which had been in charge of licensing and discipline of surveyors in Nigeria. The duties of the Surveyors Council of Nigeria (SURCON) however differ a great deal from the duties of the Licensing Board which it succeeded.

The duties of Council are enumerated in section 4 of the Enabling Act. They include

  1. to determine who are surveyors for the purpose of the act
  2. to determine what standard of knowledge and skill are to be attained by persons seeking to become registered as members of the profession of surveying
  3. to secure the establishment and maintenance of a register of persons entitled to practise the profession
  4. regulating and controlling the practice of the profession in all its ramifications
  5. maintaining discipline within the profession
  6. performing the other functions conferred upon the Council by the Act

The Council which started operations from a rented apartment in the Surulere area of the Lagos metropolis have had to move and operate from various places before finally settling down within the premises of the former headquarters in Lagos, following the movement of the seat of government from Lagos to Abuja. The Council’s pioneer President is Surv. Olugbenga Adekoya, a fellow and past Secretary-General of the Nigerian Institution of Surveyors (NIS) while the Pioneer Registrar is Surv. Mohammed N. Yahaya, a past Chairman of the Kano state branch of the NIS.

The seacond and immediate past President of the Council is Surv. Shadrack G. Wokemba, a fellow and past President of the Nigerian Institution of Surveyors while the second and immediate past Registrar is Surv. M. O. Olusegun Fasogbon.

The current President of Council whose appointment was approved by the President Commander-in-Chief of the Nigerian Armed Forces as provided for in section 2(1) of the Enabling Act is Surv. Romanus N. Asoegwu .

He is a fellow of the Nigerian Institution of Surveyors and professor of Geoinformatics and Surveying at the University of Nigeria, Enugu Campus, Enugu. He was inaugurated at Abuja with other members of the fourth Council on Thursday 25th November 2004.

The current Registrar is Surv. Prince Afolabi O. Solesi, a fellow and past Assistant Secretary-General of the Nigerian Institution (NIS). He assumed office on Monday 24th June 2002 following the resignation of his predecessor in office.

The Council operates mainly through standing committees two of which are statutory. The committees are:

  1. Finance and General Purpose Committee
  2. Education, Examination and Accreditation Committee
  3. Survey Laws and Survey Regulation Committee
  4. Registration Committee
  5. Staff Appointment/Welfare Committee
  6. The Surveyors Investigation Panel (SIP)
  7. Surveyors Disciplinary Committee

Of all the committees, only the last two namely

  1. The Surveyors Investigating Panel and the
  2. The Surveyors Displinary Committee

Were expressly provided for in section 16 as well as schedule 2 of the Enabling Act, CAP 425, Laws of the Federation of Nigeria 1990. Other Committees were formed by the pioneer members of the Council based on the needs and duties of Council as provided for in section 4 of the Enabling Act and earlier stated above.
